Focus and Scope
The USV Annals of Economics and Public Administration publishes the latest scientific papers by national and foreign authors.
The USV Annals of Economics and Public Administration appeared for the first time in 2001, when the Faculty of Economics and Public Administration (now the Faculty of Economics, Administation and Business) organized the first symposium; after that, the symposium had a periodical oranization and the journal appeared periodically, too.
Understanding the necessity of improving the quality standards of the scientific research in the frame of the Faculty, we incresed the standards, so the journal is indexed in several international databases. In the same time, we have increased its visibility in Romania and abroad by developing collaborations with researchers from several universities and institutes.
We welcome theoretical and empirical articles from all economic fields, according to the 5 sections:
· Economy, trade, services
· Management and business administration
· Accounting-finance
· Statistics, economic informatics and mathematics
· Public administration
They will be evaluated in double blind review system.
Starting with 2009, the journal appears twice a year (June and December).

Peer Review Process
The reviewing activity is ensured by the Scientific Editors.
Each paper will be blind-reviewed by two reviewers, experts in the field of the paper.
After the reviewing process, every participant will receive an answer from the editorial team regarding the publication of the scientific paper, as follows:

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.
Ethics and publication malpractice declaration
The USV Annals of Economics and Public Administration (USVAEPA) works under the auspices of promoting journalistic ethics and the quality of articles. All those involved in the editing process - authors, publishers, reviewers - must comply with ethical behavior standards.
Editors: Editors will evaluate manuscripts exclusively on the basis of their intellectual content and academic merit, without differentiating them according to gender, race, religion, nationality, sexual orientation, ethnic origin, etc. Editors will keep the confidentiality of all manuscript information and will not use unpublished information without the written permission of the authors. Editors will respond appropriately and in a timely manner to any complaints about violations of ethics by manuscripts or articles. The editorial board will take the decision to publish the articles received according to the recommendations issued in the blind review process.
Authors: Authors should fully assure the originality of the items sent, mention all sources of data, and quote the publications on which they elaborated the work.
When authors have used texts / information from other papers, they must mention this or quote them appropriately. When submitting the article, the authors must have already obtained all permissions to include materials such as figures and tables from other publications (where applicable).
Plagiarism is not accepted in any way (involuntary, self-plagiarism, voluntary appropriation of other people's ideas, etc.). Our journal adheres to the principles of intellectual property rights and rejects any attempt at plagiarism. It is the duty of the author(s) to take appropriate measures to avoid any such situation, regardless of their nature and gravity. In order to prevent attempts and plagiarism, all items received will be subject to anti-plagiarism check with the Turnitin application. Editorial Board has the right to reject any article for which, at first check, the software indicates a high percentage of similarity.
It is necessary for all authors to have contributed effectively and meaningfully to the work and to assume public and explicit responsibility for its content.
All those who have made significant contributions to the article should be mentioned as co-authors. The correspondent author will show to all authors the final version of the manuscript and will obtain their consent to be submitted for publication as well as for their inclusion as co-authors. If at any time the authors discover an error or inaccuracy in the manuscript or article, it must be announced to the publisher, so that the work can be corrected. If there are any other people who have participated in some of the background aspects to the research project, they must be recognized as contributors.
The author(s) must assure that:
The material and the main idea(s) of the Work was/were not published in any other publications before, in any language;
The material and the main idea(s) of the Work is/are not under simultaneous consideration by any journal, in any language, and will not be presented for publication to any other publications, in any language, until the current review process ends; Trimiterea aceluiaşi material la mai multe publicaţii constituie în acelaşi timp un comportament lipsit de etică şi este inacceptabil.
The Work does not contain statements, which do not correspond to reality, or material, which may infringe upon the intellectual property rights of another person or legal entity, and upon the conditions and requirements of sponsors or providers of financial support. The authors will produce the data upon which the manuscript is based for examination by the editors or their assignees, if requested;
If it turns out, after the publication of the manuscript, that it was a plagiarism, responsibility is only author’s (authors’), that will respond according to Romanian law. In addition, the manuscript in question will be deleted from the web site publication, and author(s) will be no more entitled in the future to send and publish articles in this Publication.
The entire responsibility for the content of the published articles rests with the authors. The Scientific Council, the external evaluators and the editorial board have no responsibility for the content of the articles published in the journal. The Editorial Board may withdraw the right to be published in the journal for authors who do not
respect ethical principles in the preparation of their work.
The authors should draw attention to any conflict of interest, financial, personal or otherwise, which may have an impact on their content, results, and interpretation in the manuscript. Therefore, the authors must explicitly declare whether or not they are in a conflict of interest. In the affirmative, they will specify the nature of the conflict of interest, providing additional details, if necessary, in a letter that accompanies the manuscript.
All sources of financial support for research should be mentioned. Authors must ensure that the manuscript does not include libelous or illegal statements and does not include material or instructions potentially provocative for damages or damages.
Reviewers: All manuscripts received are treated as confidential documents. The information accessed during the evaluation must remain confidential and cannot be used for personal purposes. Evaluations will be characterized by objectivity and will include clear, reasoned observations so they can be of use to authors for the purpose of improving articles. If reviewers are aware of a possible conflict of interest, they must inform the editors about this. Based on reviewers' recommendations, the editors will make a decision, and the authors will improve the article.
The reviewers will identify, if any, relevant published materials that have not been cited in the paper. At the same time, the reviewers will bring to the editor's attention any significant similarity or overlap between the reviewed manuscript and any other published works of which they are aware.
It is imperative that the basic data be correctly represented in the work and that there are sufficient details and references. Fraudulent or inaccurate statements, knowingly, are unethical behavior and are unacceptable.
